BIHAR has so many IAS OFFICERS?
Every 12th Indian IAS officer comes from the state of Bihar, Why is it so?
Look, among the 28 Indian states and 8 Union Territories Bihar is not performing satisfactorily Bihar stands at the last position or near to
that in various important parameters of India
Here is a statement from the NITI aayog
Half of the population of Bihar is not only poor but multidimensionally
poor This means in parameters like
education, health, the threat of violence, quality of life, etc The performance of Bihar is terrible in all
parameters Hence, the puzzle of Bihar
producing so many IAS officer gets more interesting Take this Blog as a thought starter This means I will be telling you some facts But I will force you to think deeply
What is
a JOB ?
So, let me ask you the first question According to you, What is a Job? It is defined by International Labour Laws in
very simple words Any work or task which
makes you earn money or profit is a job But
it is not such straight forward If it
was so, then you could have done anything for money. But this doesn't happen Which job do you select, Depends upon a lot of parameters And if we solve the kink of these parameters Then we would easily find out, Why Bihar
produces so many IAS officers?
Family
So, the first question
What is the mindset of your family or parents? Let's look for this in Bihar Normally, our parents are still living with
the mindsets of people in the 70s or 80s
By which they think, Agriculture happens the most in our country Or some jobs are offered by private companies
which can fire you anytime Get a
government job, and your whole life is secured and stable The perceptions of people for this changed a
lot in our country after the liberalization of 1991 But Bihar could not change its perception Look, after 10 years from 1991 More than 70% of the Rural population in
Bihar was dependent on agriculture for their living This means the penetration of the service
sector in the rural population was nearly zero
The urbanization rate of Bihar is 10%
So the service sector which was covering urban areas Was not covering the major population of
Bihar Now, you would think the
agriculture sector might be performing exceptionally in Bihar Not at all
Small Land Holdings are prevalent in Bihar So, Fewer Investments give Less output That's why many families are in deficit or
loss And overall among the allied
industries of agriculture like sugar Bihar
stands very far in the competition Earlier
Bihar used to produce 40% of the total sugar produced in India but now this has been reduced to only 4% The reason behind this is 17 mills out of the total 22 mills have shut
their operations Due to corruption and
politics Now, the Industrial Sector is
left Have a Look at its condition When Bihar was reorganized When Bihar was separated from Jharkhand The industrial sector used to contribute 24%
of Bihar But after the partition, this
has also reduced to only 4% Now, you are
standing in an Indian state Where
Industrial Sector is Suffering, the Service sector is limited to Urban areas,
and agriculture is not also performing satisfactorily If you are a parent What would your children do in the future? You would only ask them to do a Government
job As it is the sole job opportunity
here in Bihar
Money
The rest of the sectors have no opportunities for them The 2nd factor which decides which Job you
would do Are your family's monetary
standings This means the economic
conditions of your family This too is
very poor in Bihar A survey showed that During the 1980s, it took around 20 years for
a person in getting his salary doubled in the whole country But it was 63 years in the case of Bihar at
that time And this was more than the
life expectancy of the people in Bihar This
means a resident of Bigar can not make his salary double in his entire life The condition has not improved even today Bihar has the highest poverty rate among all
the Indian states And due to this when
someone requires social mobility Or a
good economic stability Then people
don't have money in their households They
end up with a sole purpose Study hard
and get a Government job
Education
And Bihar has a solid relationship with education Great Universities like Vikramshila and
Nalanda were in Bihar Where the
acceptance rate was only 20% This means
getting admission to these universities was very tough The ancient culture of education is present
in Bihar And even today that culture
exists Where people only ask children to
study and make their futures bright And
therefore the people of Bihar are more interested in education and government
jobs
Heroes
One more factor which decides, which job would you get into Is your childhood heroes This means when you are growing up Then which are the heroes recognized by your
society In Gujarat, people think
Businessmen are the most respected people
We would get into business keeping our financial status away The condition of Bihar is totally opposite The students who achieve top grades or top
ranks Don't come from high-status families For them, IAS officers are projected as the
real heroes So, many students want to
become IAS officers Look at some of the
interviews of the toppers from class 10th or 12th from 2019 to 2022 All these students want to become IAS
officers
Hunger
for POWER
One more factor which decides your job Is the hunger for power This hunger for power comes with several
reasons Bihar has a historical context
for this hunger for power When the
revolt of 1857 took place in Bihar under the British Empire Then the Britishers started discriminating
against the people of Bihar Earlier the
Britishers used to appoint a lot of army officers from Bihar but they stopped it after the revolt The Britishers started appointing people in
various army positions from other states
And this discrimination was faced by the people of Bihar Apart from this, the share in the revenue stood
lowest at 32% for the Bengal Constituency
And the Bengal presidency was Joined by Bihar When the Bengal presidency was separated from
the Bihar Then a center was made in
Patna to look after Bihar In that
Administrative Centre, all the officers appointed were Bengalis And due to this, the people of Bihar
developed an interest in the profiles related to Power If somehow we manage to get into these
profiles then we can reclaim the glory of our state There is one more context of power in the
perspective of Bihar Which comes from
the feudal mindset Bihar is termed as
the hotbed of the feudal mindset And the
Zamindari system ignited this whole situation
The class of people was decided by the Zamindari system Kept widening with the passage of time And caste-based discrimination which is very
prevalent in northern India Everyone is
very well aware of And due to this, all
such people who were the victims of any caste or class-based discrimination Felt if we get into the power Then all people would pay respect to us And that's why NC Asthana who is a retired
IAS officer tells that The feudal mindset
has only formalized all this situation There
is one more context to this hunger for power
which is quite recent You should
remember During the 1980s or 90s, the
Bihar government was termed as Jungle Raj
This is not at all told by me, this was told by the high court of Bihar The whole generation has grown up watching
leaders Who were called Bahubalis, who
used to come from criminal backgrounds incidents
of Kidnapping and thefts were very common
That generation feels that this should be changed And Corruption also adds to all this A survey showed that 75% of people have
somewhere offered bribes for some work The
whole system is corrupted So, the
generation which has grown up watching all this
Thinks of either changing all this situation Or if we want to survive in this scenario Then we must get into some position of power So that our families and children stay away
from this filthy scenario And hence the
larger population of Bihar not only prefer government jobs But also make targets to achieve the top
position

Thoughts
But the sad truth is even after producing so many IAS
officers The condition of Bihar is not
improving Bihar performs poor in various
parameters And let me tell you an irony The posting of the IAS officers from Bihar is
always outside Bihar So there is a
shortage of IAS officers in Bihar itself
Someone has told the absolute truth The lamp burns itself to lighten its
surroundings but darkness grows beneath it
